FIVE DAYS AND COUNTING, AND YOUR WPA PRESIDENT CAN'T OR WON'T ANSWER, HOW HE COULD SUBMIT A BID FOR THE "GATE HOUSE FIX", AFTER SIGNING THE CONFLICT OF INTEREST. WAIT, MAYBE IT IS TAKING SO LONG BECAUSE HE DIDN'T IGNORE JUST ONE SIGNED DOCUMENT.

PRESIDENT WALTON, as an individual man, who has often spoken of working for the association in open, honest governance, it would seem when YOU have put your signature on documents that CLEARLY define "Conflict of Interest, and the signer will uphold the practice, surely YOU have an explanation as to why YOU totally deviated from it.  Yet, President Walton,  YOU can't, or won't explain it, in writing openly and honestly. Why?  If YOU have done the right thing and aren't embarrassed about YOUR actions, YOU explain it. I don't think YOU can, without incriminating YOURSELF, and YOUR administration.

As I researched to make my complaints,  YOU, President Walton lied to us at least twice on paper, when YOU submitted a bid for the "Gate House Fix". "Fix", could turn out to be a key word.  Look at the hurdles YOU had to get past, in the WPA Policy Manual alone.

 
Section 1, "POLICIES REGARDING BEHAVIOR OF THE WPA BOARD, STAFF, AND COMMITTEES",  "ALL Board members shall adhere to the following:  Code of Ethics, Conflict of Interest Statement and Confidentiality Agreement.
 
1:01, "Code of Ethics: Director shall act with scrupulous good faith and candor.  They will avoid even the perception of conflicts of interest, favoritism, and acting out of Self-interest. .....A "Code of Ethics" form is to be signed by each Director."
 
1:02, "Conflict of Interest, A "Conflict of Interest Statement" form is to be signed by each Director."
 
The "Conflict of Interest Statement"  includes the following, very specific language, under item two of the document.  "2) Outside Business, Professional and Personal Interests:  We recognize that Board Members have outside business, professional and personal interest. Board Members, however, MAY NOT PROFIT IN ANY WAY IN THEIR OUTSIDE BUSINESS, professional or personal interests from their association with Wedgefield Plantation Association." 
 
PRESIDENT WALTON,  if YOU have any reasonable answer as to how YOU could have even put pen to paper, and prepared a bid, let alone accept a contract, why YOU AREN'T confident enough to write an answer to me as I requested?  When we are certain we have done the right thing, we are proud to stand up and defend it. It appears YOU lied at least 4 times in this process, each time YOU signed these two documents, and as leader in the association, when YOU sat back and pretended, like Legal Chair Garrison, that YOU didn't know what McBride was talking about when he brought Conflict of Interest to the board table.  YOUR fourth lie came, when as PRESIDENT, YOU reviewed Anderson's letter to me that said the board had covered Conflict of Interest in the discussion - YOU didn't discuss it.  You never acknowledged in was in the governing documents, prior to the vote to award YOU on a contract, on a bid, that YOU should have never submitted, based on YOUR signing of The Code of Ethics and The Conflict of Interest.  During that Board  meeting, YOU allowed everyone on that Board to play DUMB, failing to acknowledge these two documents on any level.  YOU NEVER EVEN ACKNOWLEDGED THEY EXISTED.  HOW COULD YOU HAVE DISCUSSED THEM PRIOR TO THE VOTE?  HOW can YOU begin to write a plausible answer, when YOU'D have to admit that it appears YOU have lied to the residents.  Go back and listen to the tape of the meeting.  The minutes have been sanitized.  The tape will tell the story, unless someone attempts to erase portions of it (We've had that on a board while you were a member, and you sat back and let McBride do the questioning that time).  YOU, listen, and see for YOURSELF, everyone played dumb, including YOU.  I've transcribed the tape for my submissions.
 
YOU have failed as President.  It could appear that YOU have conspired with your Legal Chair, Garrison, and your Compliance Chair DeMarchi.  They both hold KEY positions, with responsibility to guide YOU, and the rest of the board in governing under our governing documents.  What do YOU think the chances are that along with YOU, they BOTH forgot, what they signed?  These documents do not contain complicated legal language.  They speak simply, in lay man's language.  Additionally, having signed these documents, what prompted Compliance Chair, DeMarchi, to even send YOU a bid package?  What prompted, our Legal Chair Garrison, to fail to remember that he signed them, and to call the only board member who did question, questioning MORONIC?  Each of the other board members, who sat back, as YOU did, are as guilty.  As a group, YOU all lied when you ignored what YOU signed.
 
WHERE'S YOUR ANSWER PRESIDENT WALTON? 5 DAYS AND COUNTING!

PS:  RESIDENTS, YOU WANT TO WAGER HOW LONG IT WILL TAKE THESE GUYS TO BRING MOTIONS TO THE TABLE TO REMOVE CONFLICT OF INTEREST FROM THE POLICY MANUAL?
